ATP Welcomes New Board Members for 2014

The Association of Test Publishers is pleased to announce the election of five board members to the 2014 ATP Board of Directors. Newly elected board members include: Andre T. Allen, Section Vice President at General Dynamics Information Technology (formerly Vangent); Nikki Eatchel, Vice President of Professional Services at Scantron, John Oswald, Ph.D., Vice President and General Manager of ETS's K-12 Student Assessment Programs; Carol Watson, President of Pearson's Clinical Assessment Group and John Weiner, Executive Leader of PSI's Research Strategy and Products Division. The five new members will join current board members who include 2014 Chair Eugene Burke of SHL; 2015 Chair-Elect Doug Becker, Ph.D. of HMH Riverside Publishing;  Reid Klion, Ph.D. of Performance Assessment Network, Inc.; Christine Niero, Ph.D. of Professional Testing Service; Walter Wang of Collegepre; Bill West of Pearson VUE and 2013 Chair Andrew Wiley of Alpine Testing Solutions.

"Our new board members, some of whom are returning to the ATP board, join us at a very pivotal time in ATP's history as we transition from a primarily North American organization into a truly vibrant global community. Their leadership will be valuable to ATP as we progress into an ever expanding base of international members," ATP CEO Dr. William G. Harris remarked.

"Both John Oswald and Carol Watson are not only former ATP Board members, but also former ATP Chairs; Nikki Eatchel has served as Chair of the ATP Security Committee and John Weiner is a past Chair of the Industrial/Organizational Division. Andre Allen will bring a fresh perspective to the Board as an all-new board member, and he brings with him over 23 years of experience in the test publishing industry in a career that began with one of ATP's founding members," Harris noted.

Burke photoThe 2014 Board will be lead by Eugene Burke.  Eugene is Chief Science & Analytics Officer at CEB-SHL where he is responsible for developing frameworks, models and tools to enable organizations to use assessment data to identify talent issues and solutions.  Recent projects include talent solutions addressing innovation effectiveness, the future of the retail bank, improving the success of high-potential programs, behavioral risk models and unpacking myths around gender differences in leadership potential and differences between the generations.  He has held positions in R&D, Product Development, Product Management and P&L responsibility for Consulting Services. In addition to his contributions to the ATP as past-Chair of the European Division, as a Board Member, to ATP test security initiatives and as a regular contributor to the Innovations and EATP Conferences, Eugene has been Chair of the British Psychological Society’s Steering Committee for Test Standards, a Council Member of the ITC, Chair of the British Psychological Society’s Division of Occupational Psychology and a member of the International Standards Organization’s working group for the 10667 standard for the use of assessment data in personnel decisions.  As well as scientific journal articles on psychometrics, computer-based and Internet-based testing, personnel selection, decision making, recent chapter contributions to the APA Handbook of Testing and Assessment in Psychology and the SIOP Professional Practice Series Technology-Enhanced Assessment of Talent, Eugene has also published articles in Talent Management, T+D Magazine, People Matters and main press such as The Times, Financial Times and Forbes.  Eugene’s favorite quotations include Einstein and “insanity is doing the same thing over and over again and expecting different results”, William James and “all that the pragmatic method implies, then, is that truths should have practical consequences”, and, a particular favorite, Charles Mingus and “complicated is commonplace; making the complicated simple, awesomely simple, that's creativity”.

Becker photoAlso recently elected to lead the ATP Board of Directors as Chair in 2015 is Doug Becker.  Doug is Riverside Publishing's Vice President for Research and Measurement Services. He has been an active member of the ATP Board of Directors for the past two years and has also served on the Board of Directors for the National Council on Measurement in Education. Doug has over 30 years serving education including over 20 continuous years in the test publishing and assessment industry. Prior to joining HMH Riverside, Doug served as a member of ACT's senior leadership team for over nine years, including roles as Vice President for Test Development and Senior Advisor for Content, Learning, and Measurement.   Employment experiences prior to that include: Vice President, Riverside Publishing; Director of Psychometric Activities for the General Educational Development (GED) Testing Service of the American Council on Education; and, Senior Evaluation Officer and Psychometrician for the National Board of Medical Examiners. Doug currently serves on the editorial board of Applied Measurement in Education. Doug triple majored as an undergraduate earning a Bachelor of Music in music education, while also completing major requirements in mathematics and music composition at Benedictine University. He then went on to complete a master's degree in music composition from Northwestern University. Doug taught mathematics and music for four years prior to pursuing his doctoral studies. He completed his Ph.D. in educational measurement and statistics at the University of Iowa where he was a Special Research Assistant with Iowa Testing Programs for four years.
