New Leaders Elected to ATP Board of Directors

The ATP Board of Directors will be lead this year by 2022 Chair Alina von Davier, Ph.D., Chief of Assessment at Duolingo and Founder & CEO of EdAstra Tech LLC. Three new members elected to the ATP Board for 2022  include Susan Davis-Becker, Rory McCorkle and Liberty Munson.  

Alina von Davier's current research interests involve developing psychometric methodologies in support of digital-first assessments, such as the Duolingo English Test, using techniques incorporating machine learning, data mining, Bayesian inference methods, and stochastic processes.

Two publications co-edited by von Davier, a volume on Computerized Multistage Testing (2014) and an edited volume on test equating, Statistical Models for Test Equating, Scaling, and Linking (2011) were selected as the winners of the Division D Significant Contribution to Educational Measurement and Research Methodology award at American Educational Research Association (AERA).  Additionally, she has written and/or co-edited five other books and volumes on statistics and psychometric topics. In 2020, von Davier was awarded a Career Award from the Association of Test Publishers (ATP). In 2019 she was a Finalist for the Visionary Award of EdTech Digest. Prior to Duolingo she was a Chief Officer at ACT, where she led ACTNext, a large R&D-innovation unit. Before that von Davier was a Senior Research Director at Educational Testing Service (ETS) where she led the Computational Psychometrics Research Center. Previous to that, she led the Center for Psychometrics for International Tests, where she was responsible for the psychometrics in support of international tests, TOEFL® and TOEIC®, and for the scores reported to millions of test takers annually. Von Davier is a mentor with New England Innovation Network, Harvard Innovation Labs, and with the Programme via:mento at the University of Kiel, Germany. She earned her doctorate in mathematics from Otto von Guericke University of Magdeburg, Germany, and her master of science degree in mathematics from the University of Bucharest, Romania. Among her stated objectives for 2022 von Davier would like to bring an e-learning program to ATP as well as fostering the continued success of the EdTech and Computational Psychometrics Summit (ECPS) which is scheduled for June.

Susan Davis-Becker, Ph.D., is a co-founder and partner with ACS Ventures, LLC. She has more than 15 years of experience consulting with testing programs in the certification/licensure and education testing industries. Davis-Becker specializes in strategic planning and operational support for launching and sustaining assessment programs. Some of her recent projects include the completion of alignment projects for statewide student assessment peer review, practice analysis for a medical specialty certification exam, and consultation on program operations and practices for educator licensure examinations.  She received her doctorate in assessment and measurement from James Madison University and has advised on the design and redesign of numerous testing programs, and overseen test development and validation for larger- and smaller-volume programs. Davis-Becker has also conducted audits for examination programs as the National Assessment of Educational Progress (NAEP) and led an evaluation of credentialing policies and practice in Nevada. In her current role, David-Becker focuses on helping programs respond to the challenges that accompany the design, development, validation, and maintenance of their assessment programs. She has been a regular presenter at ATP and regular contributor to professional literature in test design, program innovation, and standard setting. She has served on several volunteer committees for the National Council on Measurement in Education (NCME) and the Institute for Credentialing Excellence (ICE) and is the lead editor of the NCME-sponsored volume on certification and licensure testing. 

Rory McCorkle, Ph.D., has 20 years of experience, guiding the creation and development of a number of assessment programs. As Senior VP of Global Business Development and Client Success for PSI, McCorkle leads a team of testing professionals which help PSI’s global credentialing and education clients meet their testing, educational, and strategic goals. McCorkle has proudly worked with over 800 well-known universities, licensing bodies, and certification programs. Previous experience includes both other vendor and test publisher organizations, including as President of International Credentialing Associates, Career Resources Product Manager at IEEE, and Credentials Product Manager at the Project Management Institute (PMI). Throughout his career, McCorkle has volunteered extensively for ATP, serving as the Chair of the 2019 Innovations in Testing Conference. McCorkle chaired the Marketing and Security committees as well, notably leading efforts on four publications for ATP, including Proctoring Best Practices and the 2015 Test Security Survey report. He has also given back to the testing industry as President of the Performance Testing Council, Security Director for the IT Certification Council, and Treasurer for CNG, to name a few. He also serves on committees for the Institute for Credentialing Excellence (ICE), ANSI-ASQ National Accreditation Board, and National Board of Certification and Recertification for Nurse Anesthetists (NBCRNA). He has presented at numerous testing conferences, including E-ATP and Innovations in Testing. McCorkle earned his PhD in Organizational Leadership, MBA in Marketing, and BA in Psychology. Active certifications include Certified Association Executive (CAE), Senior Professional in Human Resources (SPHR), and Project Management Professional (PMP).

Liberty Munson, Ph.D., is the Director of Psychometrics for the Microsoft Worldwide Learning organization and is responsible for providing the strategic direction for the design, development, delivery, and maintenance of the Microsoft technical certification program as it pushes the boundaries of traditional approaches through ongoing innovation. With more than 20 years of experience in the industry, she is considered a thought leader, especially in areas related to how technology can fundamentally change assessment design, development, delivery, and sustainment and is often invited to present on this topic as a keynote speaker, where she challenges the status quo, proposing many innovative ideas related to the future of certification. She presents regularly at conferences on performance testing, online proctoring, exam security, AI, and other innovations that Microsoft is launching. She also has published chapters and articles on standard setting, performance testing, technology in testing, and measurement. Munson is actively involved with ATP and has served as the Chair of the Certification/Licensure Division twice where she led initiatives to increase the value of ATP through a series of white papers on key topics of interest for members (e.g., innovative item types (a partnership with ICE), small testing programs, and online proctoring considerations, etc.). She also has served, and continues to serve, on a variety of committees and task forces, including the ATP Test Fraud Consortium, Joint Online Proctoring Standards Committee, Marketing, Opt-In Campaign Task Force, Program and Workshop Committee, and E-ATP Steering Committee, where she coordinated the hackathon twice.
